Project Overview:
The programme aims to ensure better support for children’s health and education outcomes by working with Integrated Care Boards (ICBs), the Department for Education, GPs, the Healthy Child Programme, councils, schools, and parents/guardians.
As this programme aligns with the priorities of the Children & Young People’s Transformation Programme, the primary priority initiative is Complications from Excess Weight (CEW). However, other critical health initiatives will also be addressed, namely mental health, childhood asthma, epilepsy, and oral health.
The programme seeks to address the following key challenges:
The limited accessibility of education data stored by schools and medical data collected in schools to primary care and child health services.
The limited accessibility of medical data stored by primary care services to schools.
The value of integrated data to the National Clinical Leadership Team and regional commissioning teams to inform decision-making and policy development.
National Team Involvement:
The clinical, educational, and data analytics leads will provide strategic oversight to facilitate the programme's alignment with national priorities. They will, as part of its NHS Digital Assurance, carry out an initial WCAG compliant patient engagement in relation to the above proposal which Dr. Brown will undertake in his Surgery.
Clinical Involvement:
The integration will support schools and community services in managing significant health conditions, including:
Weight management
Mental health challenges
Neurodiversity needs
Chronic conditions such as asthma, diabetes, and epilepsy
A clinical steering group will oversee the programme’s clinical purpose regarding the data integration. They will be tasked with developing use cases to ensure the programme addresses the key health priorities and establishing necessary operating protocols
Patient/Family Involvement:
After being guided to a patient-facing lander page: (ex. School Integration Programme ), parents/guardians can commence their involvement with the programme. Through the secure PEGASUS (Patient Engagement Governance Assuring Standardised Utilisation of Services) patient engagement process, parents will be asked to share:
Their thoughts on the programme's objectives and benefits.
Their level of comfort with the integration of their child’s data between schools and health services.
Any concerns or suggestions regarding the use and management of their child’s data.
This feedback will be important in ensuring the programme addresses public concerns and builds trust among all involved parties.
Data Handling
Eclipse is a a robust data-sharing platform that complies with GDPR and cybersecurity standards and will provide the technical infrastructure for the programme. It will integrate with existing systems used by schools and GP practices into a unified infrastructure and provide real-time updates and secure access for authorised personnel.
The programme will ensure compliance with Section 251b of the Health and Social Care Act 2012. This section mandates that health and care providers share patient data with relevant commissioners or providers when it is likely to facilitate the individual’s health or care provision.
All utilisation of patient data will align with legal and ethical standards. Parental/guardian permission will be sought to ensure transparency and trust. Schools, councils, and healthcare providers will adhere to national data-sharing policies.
